The operator can minimize damage to the cutting teeth when encountering steel reinforcing during a cut by avoiding down pressure on the tool. By easing into the cut the steel reinforcing is gradually shaved off layer by layer until it is fully cut through. Concrete cuts faster than steel so if you don't slow the cutting speed you would eventually have the cutting teeth impacting the sides of the steel reinforcing which will damage the teeth.
