Is there another way to expose the steel plate for cutting?

You can use our Pipe holder attachment on the Steel plate to affix a section of 4" drain pipe vertically to close to the road surface. This gives access to the key shaped hole in the Steel plate without using the Newcon auger. Alternatively you can excavate using a breaker on a mini excavator.
